Philemon Mukarno was born in Jakarta, Indonesia. He graduated Cum Laude for the study Composition and Electronic Music Composition at the Rotterdam Conservatory. Since he was for his entire oeuvre awarded the Prize for Composition. 

Mukarno's work is performed and broadcast internationally. He gets at home - and abroad assignments and his compositions are performed at international festivals, such as the Gamelan Festival in Yogjakarta, Indonesia, El Segundo Festival Internacional de Música Clásica Contemporanea in Lima, Peru, Rotterdam Music Biennial, Musica Eterna Dubrovnik, Croatia and International Studienwoche für Musik Zeitgenössische Lunenburg in 2000. 

He works regularly with artists from other disciplines including choreographers, dancers, theatre artists, performers, filmmakers and visual artists. Spectacular was his large installation which was created in collaboration with visual artist Wim Salki. This musical installation bore the title Déjeuner sur l 'herbe. 

At the request of the Dutch gamelanensemble Gending wrote Philemon Mukarno a work in which he gamelan on a totally new way heard brought. The premiere was broadcast live in fifteen countries. 

Mukarno's work is internationally interpreted in several countries including America, Japan, Indonesia, Bulgaria, France, Belgium, Germany and the Netherlands. 

He receives orders for at home and abroad. O.a. : Fund for the creation Toonkunst, Amsterdam Fund for the Arts, Rotterdam Kunststichting, Theater Foundation Lantaren / Window, Dutch Foundation Program, Gotheart Kunstforum, Deutsclandfunk, Filmbank / Filmmuseum, Dutch Fund for the Performing Arts and European Broadcasting Union. 

Philemon Mukarno is a member of the Audio Engineering Society.
