The character in this song boasts he will make amends with his estranged daughter just as soon as his "ship comes in" (American slang for "when I'm successful," usually with the subtext that the person never will be). He clearly does not feel worthy approaching his daughter in whatever state he is in. He's not going to change, however, ships just don't "come in" without a little work. Consequently, the meeting will never happen.
