I would say this song is about wanting someone who wants you, but they aren't happy in the relationship, and they are scared of commitment. And even though you love the person, and they love you, they can't be with you and it causes great pain for both of you. But this person makes you so happy, and you both know you want to be together, so you know you just have to give the person time.
