Not only has the band developed a dedicated following, but they continue to inspire and build upon the social mores and intrinsic values the true City Council want to express to the world, and it will only be a matter of time before they ultimately help change the face of hip-hop and facilitate the future of hip-hop music as we know it. Dwayne “Jubee” Webb and Perry Valentyne make up the hit duo known as City Council. Jubee was born in Brooklyn, New York and credits his upbringing in helping to shape and influence his style today. The many hardships and experiences Jubee has lived through are all reflected in his unique range and distinct style. His mother, also a musician, was an avid supporter of her son’s talent and dreams of becoming a musician from an early age. When he was four, Jubee lost his mother and his life took an unexpected and monumental turn. Without a father in the picture, Jubee was sent to live with various family members. However, he always remembered his mother’s love of music and her passion for nurturing his dream of becoming a musician one day. During his early teenage years he immersed himself in the Brooklyn Hip-Hop scene. He found himself relying on music to help him cope with the emotional struggles he faced in his day-to-day life. Jubee’s deep love of music was not enough to protect him from the potential dangers that lurked inside the Brooklyn music scene that can take hold of someone with so little mentoring or guidance. Jubee was eventually sent to live with relatives in Augusta, Georgia. While there, Jubee spent most of his time surrounding himself with music and other musical artists. In this time, he began to develop and expand upon his musical knowledge and finally found a sense of guidance that he needed in order to truly use his talent and live up to his potential. This potential has come to fruition and is illustrated in his passion and skill for all things music. Perry Valentyne was born in Middle Georgia and lived here his entire life. Valentyne proudly claims Macon, Georgia as his hometown and the inspiration behind his many musical creations. From a young age, Valentyne was engrossed in the local music scene, a scene in which he credits for providing and infusing his eclectic approach to his music. With the rise of the hip-hop scene in Atlanta and Savannah, Valentyne quickly found himself absorbed in trying to understand the fundamental backbone that carries all good lyrical creations: the beat. Since then, Perry Valentyne has refined and polished his production skills that transform into a distinctive crossover vibe that is unparalleled in the music community today. Jubee and Valentyne met while working at a local photography studio in downtown Macon. Almost instantaneously, the two began working with each other as they discovered one another’s love of music and similar outlook on life. With this, City Council was born. Based out of Macon, Georgia, the group has rapidly transformed the Georgia hip-hop landscape since their 2007 debut. Now, City Council has come into fruition as one of the most recognized and top favorites of the Macon music scene. Alongside their five man full-performance ensemble, “The Paper Street Band,” City Council has quickly climbed to the top of Macon’s musical hierarchy and is not showing signs of slowing down. They have showcased alongside bands such as: The Gym Class Heros, Floco Torres, Citizen Kane, Rollybots and countless other high profile acts. As of late, City Council has also gained a significant fan base and an air of notoriety. City Council has been recognized as the "Best Live Local Performance” at the 2009 annual music festival “Bragg Jam,” and was recognized and nominated by the 11th Hour publication’s “2009 Readers Choice Awards,”. City Council's quality sound and performing ability consistently recieves positive coverage in local magazines and publications such as the “11th Hour” and “Food and Culture.” In addition to their extensive print media coverage, City Council have also performed on multiple television shows, including DanTV and WMAZ13’s Music Spotlight.
